I've heard of similar theories over the years (quarks and leptons), but there are so many issues with stating that ghosts are this or that, namely we have no way of truly measuring them or even understanding if they actually exist.
If this is true, it would indeed make the use of EMF meters useless.
Actually, this has always been the case. Parapsychologists used large (and much more accurate) EMF detectors in the 1960s through the 1980s in an effort to find a link, but rather they found many other potential factors that were manmade. Since then they have used these detectors to find large doses of manmade EMF as well as "pockets" of natural EMF that can affect the haunting experience by the living. It was the "ghost hunters" of the late 1980s that picked this up and began theorizing that ghosts were detectable by EMF as this was also a similar theory with Ufologists that UFOs could be detected with them as well.
A theory is a theory and hopefully a physicist can step in an help us put together the possibility of this, but looking deeper at what neutrinos are and their role I find it a stretch to assume that they cause these complex interactions. How would a neutrino explain a crisis apparition?
As far as "trapping" a ghost (a la Ghostbusters) I don't think this will ever be possible as ghosts are not tangible, they may in fact be dimensional or only obtainable through our minds through experiences (which is why we cannot measure them).
